The owner of Urban Identity said he is moving on within two months for a new challenge.
But after seven years he said continuing car parking problems had also forced his hand.
He criticised Bayside Council for allowing developers to have special work permits to construct apartments in the busy shopping strip (Bayside Leader, March 1).
“Parking is my lifeblood,” Mr Ball said.
“A fundamental problem is parking; if a customer can’t find a spot, they will go somewhere else.
“It is costing us business.”
Bayside acting infrastructure director Charles Turner said the work zones were there for safety reasons and developers were not favoured over traders.
Mr Ball said his store, which sells a lot of individual Australian clothes, will close in early July.
